Student associations and projects

Now that you’re a student at the Université Le Havre Normandie, you may want to get involved in campus life and create or join a student association.

Creating an association or event
- First of all, you need to appoint an executive committee, which must comprise at least 3 people: a chairman, a treasurer and a secretary.
- Once you’ve set up your office, you need to write down clearly the purpose of your association, its long-term objectives and how decisions will be made.
- Once your association is clearer in the minds of all its members, you need to obtain a dossier de création d’association from the prefecture.
- You then fill in this form, and when you return the acceptance paper, you have to wait around 30 days to receive the Journal Officiel, proof that your association has been created.
- This Journal Officiel will enable you to open a bank account for your association.
- To help or advise you in the process, you may also wish to ask students at Le Havre Normandie University who have a tutored project or are members of an association.
- A grant of €200 will be awarded to newly-created associations that submit a request to Student Life for the first two years of their existence , using the form to be completed.
- A reprography budget will be allocated each year to all student associations that submit a request to Student Life via the dedicated form.

The Commission d’Aide aux Projets Étudiants (CAPE) can provide financial support for your project. The members of this commission meet at the Université Le Havre Normandie to examine and give their opinion on the grant applications submitted to them.
Depending on the amount requested, this opinion may be submitted to other bodies for final approval:
- Project strictly under €1,500 – Validation by CAPE only
- Project between 1500€ and 3999€ – Validation by CAPE and CFVU
- Project from 4000€ – Validation by CAPE, CFVU and CA
Please note that the project must be approved by the relevant authorities before it can be carried out (consult the administrative calendar to ensure that deadlines are respected).
All projects must be discussed in advance with the Student Life department, and depending on the nature of the project, the Student Life department may ask you to contact the CROUS instead, in order to have the project subsidized by the culture actions scheme.
The committee may propose an increase or decrease in the grant initially requested.
The project review committee is responsible for receiving and “examining” all project applications and dossiers. It interviews project sponsors and ensures that projects are in line with the guidelines defined by the establishment.
Once the subsidy has been approved by the relevant body, it is paid out as follows: 75% of the subsidy is paid out before the project is carried out, then 25% of the subsidy is paid out after the project has been carried out, based on the event’s financial results, and a report is sent to the Student Life Department within a maximum of one month.
The Campus Life and CVEC Commission is chaired by the President or his representative. Its membership is as follows:
Members with voting rights :
- the student vice-president
- a representative of the urban community
- a student from the Board
- five students from the CFVU
- an elected non-student member of the Board
- two non-student representatives from the CFVU
- the CROUS director or his representative
- the CROUS student vice-president
Members in an advisory capacity :
- vice-presidents in charge of training, campus life and social responsibility issues
- the General Manager or his representative
- Directors of departments covered by the CVEC (sports, preventive medicine, disability and culture)
- the accounting officer or his representative
- the Director of Schooling and Student Life or his/her representative
- UFR and institute directors, or their representatives
- the Director of the International Relations Department, whenever a project has an international dimension
It meets in “strategic steering” formation, to draw up the program of actions that the University intends to finance with the proceeds of the CVEC allocated to it, in the fields of health, culture, sport and sustainable development. It draws up a report on the actions carried out in the previous year. It meets as a “projects committee” to examine funding requests for projects put forward by students. The terms of funding for these projects depend on their purpose (whether or not they fall within the scope of the CVEC) and their scope, and are set out in a charter voted by the CFVU.
Chaired by the student vice-president, the committee interviews project sponsors and issues opinions to help the CFVU decide on grant applications.
The CFVU of the Université Le Havre Normandie defines the conditions required to obtain financial aid for a student project.
Student projects can only be financed under the following conditions:
- be initiated by students enrolled at the Université Le Havre Normandie
- be of general interest in animating or improving the working and living conditions of students at the Université Le Havre Normandie
- place the student(s) involved in an active role. Projects whose implementation contributes directly or indirectly to financing associations, internal or external to the Université Le Havre Normandie and/or their missions, will not be considered.
Payment of the grant is conditional on the signature of the Charter for Responsible Student Events, which must be submitted with the project application.
