The process varies according to your profile and country of origin. If your application is accepted, it’s time to prepare for your stay!

Applying to university as an international student

Would you like to join the University of Le Havre Normandie as a full-time student and obtain a degree (bachelor’s or master’s) without going through an exchange program? If so, you’ll need to apply individually. The procedure to follow depends on several criteria: your nationality, your country of residence and the degree you are preparing or have already obtained. Before submitting your application, it’s essential that you identify the steps best suited to your situation.

France Excellence Eiffel Program

The Eiffel scholarship program, launched by the French Ministry of Europe and Foreign Affairs, aims to attract the best international Master’s and PhD students to French institutions.

It trains future foreign executives, both public and private, in priority areas:

  • Science and technology: biology-health, ecological transition, mathematics-digital, engineering
  • Humanities and social sciences: history-French language, law-political science, economics-management

Application deadline:
Applications must be sent to the International Relations Department (DRI): dri@univ-lehavre.fr before November 14, 2025.

Applications sent directly to Campus France or to a training manager will be rejected. Applicants submitting more than one application will also be disqualified.

Eligibility requirements:
Nationality: reserved for international candidates. Bi-nationals with French nationality are not eligible.

Age limit :

  • Master’s degree: maximum age 29 (born after March 31, 1996)
  • Doctorate: maximum age 35 (born after March 31, 1990)

File to be sent by email as a single PDF containing :

  • A CV
  • A cover letter / career plan
  • Transcripts for the last 3 years (+ official translation if necessary)
  • Proof of promotion ranking (at least for the previous year, ideally for the whole course)

Registration fees

Would you like to study at the Université Le Havre Normandie outside a mobility program (Erasmus+ or bilateral agreement)? Registration fees depend on your nationality.

Students who are nationals of the European Union (EU), the European Economic Area (EEA) or Switzerland.
If you are a national of the EU, the EEA or Switzerland, you benefit from national registration fees, thanks to the fact that the French government covers the majority of the cost of your training.

Registration fees :

  • Licence: €175 / year
  • Master: €250 / year
  • Engineering cycle: €618 / year
  • Doctorate: €391 / year

Students from outside the EU, EEA and Switzerland
If you are from a country outside the European Union, the European Economic Area or Switzerland, and you are registering for the first time for a Bachelor’s, Master’s or engineering degree at the Université Le Havre Normandie in 2025/2026, you will be subject to differentiated registration fees.

The French government continues to finance part of the cost of your training, but a higher contribution is required.

Registration fees :

  • Bachelor’s degree: €2,850 / year
  • Master’s degree: €3,879 / year

Every year, the Université Le Havre Normandie (ULHN) welcomes a large number of international students on exchange programs. These exchanges are made possible by partnerships with universities around the world.

If the institution where you are studying is a member of one of our partner networks(Erasmus+ program, EUNICoast European Alliance, ISEP program or bilateral agreements), you can apply to study at ULHN as an exchange student.

Admission and arrival procedure at Université Le Havre Normandie

1. Pre-selection by your home institution
To be eligible for an exchange program, you must be pre-selected by your home institution. An exchange agreement must exist between your institution and the Université Le Havre Normandie in your discipline and at your level of study (bachelor’s, master’s or doctorate).

2. Submitting your application
Once you have been shortlisted, you must submit a file including :

  • Completed application form
  • The Learning Agreement
  • Required supporting documents

This application must be sent to the International Relations Department at dri@univ-lehavre.fr

  • Before April 30 for first-semester mobility or for the full academic year.
  • Before November 30 for second-semester mobility.

As soon as we receive your application, it will be examined by an academic advisor.

3. Validation of study contract and confirmation of admission
Once your application has been validated by the academic advisor, you will receive :

  • Your official letter of acceptance.
  • Your signed study contract.

4. Preparing your stay
You will receive practical information to help you organize your arrival, including :

  • Administrative formalities,
  • Housing solutions,
  • Various aspects of university and daily life in Le Havre.

5. French courses
The University of Le Havre Normandie offers two ways of learning French:

French as a Foreign Language (FLE)
These courses are open to all levels: beginner, intermediate and advanced. Enrolment is highly recommended. Lasting from 3 to 6 hours a week, FLE courses earn 5 ECTS credits per semester.

Only available to international exchange students(Erasmus+ program, EUNICoast European Alliance, ISEP program or bilateral agreements),FLE courses are free of charge.

What’s more, a French civilization module at ULHN gives you the chance to exchange with other exchange students and explore local culture.

Free French tutoring available to all university students: this program offers several types of support. Group sessions by appointment or individual tutoring by appointment. Please contact the tutors directly by e-mail at tutorat-fr@univ-lehavre.fr.

6. Finding your feet in Le Havre
The International Relations Department team will be with you when you arrive, and will answer any questions you may have throughout the year.

Integration program for exchange students
Each September and January, Université Le Havre Normandie offers an intensive French as a Foreign Language (FLE) course specially designed for international exchange students. This program facilitates integration and familiarization with the university and its environment.

Friendly events are also organized by the FLE teachers and the International Relations Department (DRI) team: visits to the city of Le Havre, picnics, excursions…

Welcome tutoring
DRI offers personalized support for each exchange student. Welcome tutors, students who have had experience abroad, will help you before your arrival and on a day-to-day basis. Their main tasks are to :

  • Meet you at Le Havre station.
  • Accompany you to your accommodation.
  • Help with administrative formalities (registration, insurance, banking, residence permits, etc.).
  • Help you organize your schedule.

Introduce you to the various university services (catering, sports, library, etc.).

Summer school

The Université Le Havre Normandie, through its Campus Polytechnique des Territoires Maritimes et Portuaires (CPTMP), has inaugurated a summer school for students from all over the world. The program gave them the opportunity to reflect on current developments in ports, and their capacity to adapt to contemporary challenges, while enhancing their heritage and integrating issues of sustainability and technological innovation.

In addition to theoretical courses, participants took part in workshops led by industry professionals, port visits and a variety of cultural activities, ensuring a complete immersion in port and maritime realities.
