The University of Le Havre Normandie is a public scientific, cultural and professional institution (EPSCP) with its own teaching, scientific, administrative and financial autonomy.
It is headed by a Chairman – Pedro LAGES DOS SANTOS – elected for 4 years by the Board of Directors on October 3, 2024.
In August 2007, the Loi relative aux libertés et responsabilités des universités (LRU law) redefined the missions of universities, modified their operations and the composition and role of university councils. The law on higher education and research of July 22, 2013 (ESR law) has further evolved the university landscape and the governance of establishments.
Board of Directors (BOD)
Composition: 36 members: 8 professors and lecturers; 8 other professors and lecturers; 6 students; 6 Biatss (library, engineering, administrative, technical, health and social staff) and 8 outside personalities} On the proposal of the President, the Board of Directors elects vice-presidents (3 maximum), the first of whom must be a professor. The Board determines the establishment’s policy, votes on the budget and approves the accounts. On the recommendation of the President, and in accordance with national priorities, it determines the distribution of the jobs allocated to it. Each year, it approves the President’s activity report and the social report, after consulting the Technical Committee.
Academic Council (CAc)
Created by the Higher Education and Research Act of July 22, 2013 (ESR Act), the Academic Council brings together the members of the Research Commission (formerly the Scientific Council) and the Training and University Life Commission (formerly the Board of Studies and University Life). It has 80 members, drawn from both commissions. In plenary session, the Academic Council is consulted or can issue recommendations on the direction of policies for training, research, the dissemination of scientific culture, scientific and technical documentation, the qualifications to be given to teaching-research and research posts, and applications for accreditation of training courses. It proposes to the Board of Directors a multi-year master plan for disability policy, covering all areas of disability. After consultation with the Technical Committee, this plan defines the objectives that the establishment will pursue in accordance with its obligations. It is consulted on all measures aimed at guaranteeing students’ academic, trade union and political freedoms.
Research Commission (CR)
Membership: 40 members: 28 professors-researchers, PhDs, teachers and researchers; 3 engineers and technicians; 1 other staff; 4 cycle D students (PhDs); 4 outside personalities.
The Research Commission is consulted on research policy guidelines and the distribution of research credits allocated by the Board of Directors.
It sets the operating rules for laboratories and adopts measures to enable students to develop activities to disseminate scientific, technical and industrial culture.
Composition: 40 members: 8 professors and HDR-qualified academics; 8 other lecturers, researchers and teachers; 16 students; 4 BIATSS staff members; 4 external members.
The Education and University Life Committee is consulted on educational policy and matters relating to study programmes, and allocates the funding envelope dedicated to education as assigned by the Board of Directors.
It is consulted on students’ living and study conditions; it adopts rules relating to examinations and teaching assessments, as well as measures designed to promote the success of the greatest number of students, student guidance and entry into working life, and cultural, sporting, social or association-based activities, etc.

Pedro Lages Dos Santos, elected President of the University on October 3, 2024, presented a new team to the Board of Directors meeting on October 17, 2024.
The presidential team is made up of the Chairman, the Vice-Chairmen, the Project Managers, the Chief of Staff and the General Services Department.
